2 In a large saucepan, heat 1 tablespoon of the olive oil over medium-low heat. Add the shallots and garlic and cook, stirring, until translucent, about 2 minutes. Add the vinegar and cook, stirring, until reduced completely. Remove from the heat.
3 In a blender, combine the snap peas, peas, shallot mixture, and stock and puree on high speed until smooth. Add the plain yogurt, scraping the bowl, and puree until smooth. With the machine running on low speed, add the remaining ½ cup oil in a slow, steady stream. Puree until fully incorporated. Add the lemon zest, lemon juice, and mint and puree until smooth. Season with sea salt and pepper. Refrigerate until well chilled. Season again with salt and pepper before serving. Divide among bowls and top with the herbed yogurt.
